The idle chat makes them chat which gets the conversation going which is why the other interactions appear occasionally which is why when you remove the idle chat nothing seems to happen. So my conclusion to the test, not having autonomy with the mod isn't because of the Personality mod but something in the game since I didn't have the mod in and only stopped the Idle Chat. If I started the conversation they would chat and chat with all sorts of interactions.
