The only thing you really need to be concerned about prioritizing during Avenging Wrath is Hammer of Wrath on single target.

It follows the same priority as Divine Storm. If you're using Divine Arbiter or Empyrean Legacy, you'll need to use Templar's Verdict instead of Divine Storm to proc them on occasion.
